So if i buy a account, should i let people know who i bought it from, when i bought it, and who is new owner?

It is not necessary. If you are using that account as a replacement for your original account, then you should let people you have done business with that you have changed your account. Otherwise, it is not necessary to let everyone know that that account has been bought. You should however stake a Bitcoin address so that in a few months, if something happens, the account is recoverable.

as soon as you bought an account first thing to do is change the password 
then change the email attached to the account
then stake you BTC address at tomatocage's thread

Yes it is not necessary. In my case if will buy an account, first of course I will take over control in that account by changing all the necessary needs. Then I will signed a message to that account into my desired btc address.

Not necessary, I think. Just stake your address in the "Stake your bitcoin address here." thread on the meta section and you shall be fine. Also, don't forget to change your password and email immediately after the deal is closed, or else the seller will still have control of the account you have just bought.

Nobody does that. People are trying to conduct this kind of business in private manner.
Generally speaking selling bitcointalk accounts is legal but bought account are seen by many users are compromised and labeled as such.
Be wary about buying accounts you can buy hacked or banned account.
