But, without a small fee how to prevent entities from registering thousands of entries in the directory, and monopolizing it for their own purpose?

Where/How to advertise?
Would be willing to pay for some help in this department.

OK ,

I had an idea to let people join the directory for free, but it would be an "unconfirmed" account which would not included CBD email or phone services.

Besides that, the downside of unconfirmed accounts is they can be taken over by registered accounts of the same name. So until you register your name, it could be lost.

What do you think of this idea?
