in my opinion any Kind / value of Premine is ok.  someone Need to pay the bill
for Webhosting and other Services like some VPS for the Node , BlockExplorer
and other Stuff .

I was assuming that people doing computer related things or at least trading are good at math but it seems that I was wrong, but based on my calculations the premine is closer to 9.788% than to 13%

Firstly we are Hosting a Website and VPN , Secondly we are investing in more uses for the coin as so many coins don't actually have much use so if you are looking for a pump and dump coin then i would recommend trying a different coin. Im here for the long run which is why i bought the site. Which we will be updating with info like sites where you can use the coin. Its not an overnight job and we will be working our best in bringing new and exiting feature. Yes some coins have this fantastic road map and graphics how many actually complete there road map?  At the end of the day my teams promise is to deliver a quality coin and something thats worth more than just sitting in a wallet in some exchange.
