But he provided me a address "https://blockchain.info/address/1GCuqtrakQKdkC2HT8e7ErvKRkok6a81jn" there he has 1.3 Bitcoins then i trusted and released the funds from freelancer.com. After that he offline in skype and he offline in freelancer.com.
he is from pakistan. please suggest me what to do, any will help me.

I don't get it , you are buying Freelancer.com account right ? he asked you to release payement from where exactly ? you wasen't going to pay in BTC ? If you paid him using Bitcoin then there is no way to get your funds back because it's irreversible if you sent him using Freelancer then contact them https://www.freelancer.com/users/helpdesk.php or support@freelancer.com (most likely no refund) because the funds aren't associated with a job on freelancer if i got u right

Yes i contact with the helpdesk they said that they are sending an email to that person if he give any response means they will proceed according to that if not then they will take and tier - 2 step against him. And his account is new account and he want to wait for 15 days as they said they will delay that funds until this issue clears.
