Well biggest hash you can get with that kind of budget can be provided by a lot of s3s. And you need to pay multiple power supplies. I suggest you go for sp20, as it looks like you don't pay for the electricity. The only issue with sp20 is it's noise, if its okey for you, with a single 1300 to 1500 watt PSU, you should be fine.
