Usually PP to BTC only happens when the person with PP has high trust. I suppose you might be able to do a transaction if the amount is small.

There is Circle.com and it should work for you because you are from U.S I guess, here is the guide I found it on reddit and linked me to this : Buy Bitcoins with Paypal (US only)

There are some sellers here that will sell bitcoins for paypal, on the currency exchange. This might be your best bet since now, you can't even use localbitcoins for example in NY, because of the famous BitLicense!

So make an ad and wait until someone responds. There is one seller here, I forgot his name, that sells to everybody, but he will hold 7 days your coins. I guess this is the time until he doesn't clear his paypal to the bank account so people cannot do a chargeback.
