Are you accepting escrow? Based on the fact that you just created your account, it would probably be best that you do in order to ease fears that you are going to try to scam users out of their PayPal.
As I hope that you would know, accepting PayPal in general is very risky, and accepting it from users without a solid trading history is almost a guarantee to get scammed....unless of course you plan on scamming yourself.
Escrow cannot stop the buyer from disputing the PP transaction. But if the buyer will accept 180-day hold on the coin, then sure I'll accept escrow.
So what happens if someone that is trusted wants to sell their PayPal to you? Do they have to send the PayPal first? What about if a new user wants to sell their PayPal to you, who sends first?

To answer your question, a trusted person can insist on escrow and 180 day hold if they wish. So they don't send first. Same with a newbie.
