Based on my analysis of apparently altered historical events (see The Berenstæin Bears thread) and years of movie and sci-fi propaganda I suspect "they" currently have a functional time machine.
While I suspect the John Titor story is a complete fabrication created by "them" they do provide some interesting technical drawings of their time machine:

Proof of Time Travel? – China"The famous Swiss watch found in a tomb in China is an example of possible time travel evidence. This cool and interesting discovery was made in December 2008. Chinese archaeologists allegedly removed the opening of a giant coffin within what was believed to be an undisturbed, 400-year old Si Qing tomb in Shangsi County.
As they removed the soil around the coffin, however, they were shocked to discover the tiny watch.
A small piece of metal shaped like a watch, with the time frozen at 10:06.
They believed they were the first to visit the Ming dynasty grave in Shangsi, southern China, since its occupant’s funeral. The watch in the shape of a ring marked ‘Swiss’ that is thought to be just a century old. The mysterious timepiece was encrusted in mud and rock and had stopped at 10:06. In this new era of the telephone and TV, many stunts were done. The stunt of the cellphone in the pics was probably organized by Charlie Chaplin as some kind of promotional gimmick. Did Chaplin suspect that someday we would actually have things like walkie talkies? Who knows? There may have been some instances of short-range radio even back then. Other than that, if there is practical time travel, why not make the cellphone radio waves travel over time to the cell towers of today?

So now I'm wondering what other function installing a cellular network in the past has. These guys never do something for just one reason.
I've read various conspiracy theories that state the microwaves used in cellular communications can manipulate DNA, alter brain waves and hormone levels.
