Details given below:

Job Description

Experience in Blockchain Technologies.
-You will design and implement distributed software systems and decentralized identity protocols.
-You will implement systems designed internally and externally.
-You will use clean coding practices to test, refactor and deploy iterative and constantly improving software.

Type Of Experience Required
Hiring a Blockchain / Peer 2 peer & decentralized cryptocurrency developer:
- Experience with C++ or Go.
- Experience with RDBMS or NoSQL databases.
- Experience developing traditional distributed systems.
- Experience working in financial technology (FinTech) or related field.

Skills Required

Interest or experience implementing consensus protocols (Raft/PAXOS) and Bitcoin/cryptocurrency applications.
-Interest in Bittorrent clients and DHTs.
-Interest in PGP, web of trust and decentralized reputation systems.
-Several years experience working on large software projects (prior experience working on Bitcoin 2.0 and other open-source projects. )
-Experience working with startups, remote workers, agile / xp / scrum.
-Understanding of the cryptographic principles underpinning of Bitcoin 2.0 and Blockchain technologies.
-Extensive experience working with cryptographic protocols. (Implementation of libraries is ok.)
-Superior communication skills. Both written and verbal.
-Prior peer technology work for the Bitcoin network (not required, but a plus).
-Comfortable reading other people's code and understanding how it works

Actually you are looking for a lot of versatile experiences combined.
Talent is unrelated to experience. You could find talent through testing but experienced people in crypto are rare.
A good programmer can learn all those things but since everything involves real money, even good programmer are cautious; you don't have to be good, you have to perfect because even one mistake is expensive.

Anyways, my suggestion would be to put up a coding challenge and offer to hire through there.
Also, people generally do not want to work with non-technical founders, so you have to present your value too.

Try posting on hasgeek.

(Personally, I can do all of what you mention but I do not have industry experience in them. Many programmers might have read this post but it doesn't talk even a bit about what value they gain from this. Start on your own and surely interested people will join you once they see the vision.)

Based on just the last skill point you noted here I'd suggest you try the blackhatworld forums.
Lot of people there spend time reading other people's code and do much more than just understand them.

Then you have rhizome, despite the fact it's primarily for artists but given the age & prestige of that site & it's community; you are bound to find some exceptional contacts.
