I used to use an IP given by the guy who got me a VCC. Now it's expired and that guy is inactive now so I want another ip. Make sure its not in use by anyone else and I can pay $2-3 in BTC/PayPal.

The first option is a azure OPENVPN setup. You will be the only one who has that IP. The $2 price allows 2 simultaneous connections for you (bitcoin please though). Let me know if interested.

VPN but one that is not being used by anyone else as PayPal has blacklisted most VPNs and I can lock my account.

Though I have one that I am using but I will prefer you search google for $0.50 cheap vps.
You will get a lot then make your choice.
