I've seen this before in Australia and in Netherlands. This awesome idea is basically company which converts your btc to fiat and they send money in your name.
It's nothing great because it could be achieved with direct p2p bitcoin payments and eliminate the need of a fees. So it is basically working like this: "pay us $210 we will pay your $200 bills".
