0.001BTC = dust transaction... 1% of 0.001BTC is 0.00001BTC... min tx fee per kb 0.0001BTC but can go as low as 0.00002BTC...

Sorry dude i didn't read it carefully first i thought that person asking for loan because his writing style is little bit confused so that i asked about what he will do this amount but offering loan of very small amount it would not help anybody and who will take this small amount so he will really return?

Perhaps it's to attempt to gain trust or a bit of reputation, but this amount is less than a quarter's worth. You could find more change on the ground.
