Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

What stops you from using Bitcoins in NYC, specifically? Are you talking about the BitLicense thing? because the protocol doesn't give a fuck about licenses, it works no matter what.

Bit license only affects certain types of Bitcoin related businesses. Otherwise, NY residents are free to use bitcoins for end-user related stuff.

How glad am I for not having to play with someones balls to operate a Bitcoin business in my country. ^joke^
The BitLicense should influence access to ATM's for those companies that own and operate Bitcoin ATM's in NY. If they did not apply for the ShitLicense they would have to stop operating there and the users will be forced to use exchanges to get their Bitcoin.

LocalBitcoins.com also have no listing of people offering services in NY for the same reason. So it has to have a influence on the New Yorkers. A perfect example of corrupt government officials in action, to fill their own pockets and to protect the rich. ^hmmm^

Can local shops still accept bitcoins or do they also need to get a bitlicense? Or is it only for "banking" related stuff?

Chin up, man, Bitcoin is the world's currency feel free to use it as you wish!

No one can specifically stop anyone from using BTC in NY, that would be impossible.

I think we blew Mr. No Juice's mind...he hasn't been back. Hopefully he's been too busy buying/mining/fauceting/spending bitcoin!

The beauty of the decentralized system, no one can stop you using it no matter what controls, licences, and laws are passed upon. NY is a huge market for any business, and it will be the same for Bitcoin. I don't see BitLicense limiting anybody except the NY businesses, so to say, government shot themselves in the foot with this law. Users will continue to reap the benefits of the Bitcoin. Yes it will be a bit harder for them to obtain it but that's about it.

According to the EFF page "Even technology users just dabbling in Bitcoin could be affected".

If they want dollars they go through processors or exchanges. Those are the ones who need the bitlicence. Retailers don't.

The Bitlicense doesn't affect regular users, just certain businesses that deal with trading bitcoin.

You are correct that the BitLicense does not affect regular users. The regulations impact businesses that provide services to users in the Bitcoin ecosystem space, but it impacts much more than trading digital currencies.

I am the founder of ArtByte, the digital currency supporting artists of all types, around the world. We are one of the many Bitcoin ecosystem organizations that made the decision to pull out of the New York market rather than obtain a BitLicense.

Here are the services that we provide our users that fall under the BitLicense, and so are no longer available to New York residents:

Grants and awards - The ArtByte Foundation gives awards and grants to artists, payable in ArtBytes
Social media tipping apps - artists are tipped by fans with ArtBytes
Official pool server - for our miners
The Orchard (faucet server) - free giveaways of ArtBytes

Only the social media tipping apps fall under FinCEN regulations, New York has included all transactions, even giving of digital currency to another.

Regular users in NY can still download wallets, send, receive and spend ArtBytes, but the ArtByte Foundation can not provide the services listed above to NY residents. These same rules would apply to all Bitcoin ecosystem companies.
