The most flexible way to do would be to go to Localbitcoins , and sell bitcoins with a payment method you wish to use. This way you can ask the buyer to send the money to the other person's account. Obviously you shoudl be aware it will likely be not reversible after sending the amount.

I believe thats because on the receiving end we won't always have a person who knows about bitcoin is wants to spend the time to convert bitcoin into cash for a small amount.

If you want to send money only then their are lot of ways like Neteller , Skrill, Etc. This 2 option are very good for sending money from india to any abroad places, in that Neteller policy is very secure. And even nowthey have added the deposit option of Bitcoin so now you can deposit Bitcoin in neteller and convert it to money and send any one .

I believe thats because on the receiving end we won't always have a person who knows about bitcoin is wants to spend the time to convert bitcoin into cash for a small amount. Then we are essentially talking about the remittances through bitcoin but the bitcoin component is hidden and the sender or receiver need not know that bitcoin was used as the medium of transfer.

You can use Western Union money tranfer although the fees maybe high. Yes if your sending money for some personal use or you know the receiving person well then you can use western union money transfer. If for unknown person then do not use it method.
