I've heard of this before how would this be possible and how does one do an offline transaction? does it mean it keeps a request in memory until you connect to the internet then sends it?

Using an offline computer, you would create and sign the transaction and then transfer the data (usually just the data in hex) to an online computer to broadcast. The transaction can be broadcast through Bitcoin Core or through various online services that push transactions.
