on http://eu1.bitcoincharts.com/blockchain/ the blockchain's .dat file's are there but the blkindex.dat file is not there and i want one for windows is there a place from where i can download the blockchain through the browser

Sure, http://eu1.bitcoincharts.com/blockchain/Get yourself a copy of 7zip. Or just fire up the client and let it download it for you.

yes i downloaded it from here and unpacked from 7-zip but it does not have blkindex.dat file

You can extract the two blk*.dat files to a temporary folder and then use bitcoin-qt -loadblock=FILE to have it load the blockchain data from the local file rather than from the network. It still goes through the verification for each transaction so the advantage over a normal P2P network download is that the client is never waiting on a new block. But it does go faster.

=blk0001.dat or ="C:\temp\blk0001.dat" (if you need to specify the path). I think it is smart enough to roll over and pull the 0002.dat automatically. [Edit: It appears I was mistaken there. When it has completed with the first data file it will launch the GUI and then download. You can then close the client and launch it again using the -loadblock=blk0002.dat to grab blocks that file as well.]

If you want to import both, use -loadblock=blk0001.dat -loadblock=blk0002.dat (in that order).
For 0.8 there may be a -reindex coming up, which will recreate blkindex.dat from existing blk* files.

I've got a copy available in this thread: https://bitcointalk.org/index.php?topic=51456.0, it's from July 15, but if you are expecting payments or have recent payments that haven't yet been received into your wallet, you don't want to substitute a too-new blockchain, you want to download recent blocks yourself and process them normally.
