For buying coins, there was an attempt that never launched.  There are both technical and regulatory hurdles.

Why not just use a mobile device?  Bitcoin should be eliminating the need for an ATM.

That assumes you already have them... a Bitcoin ATM would enable exchange from one currency to btc.

I think they mean more of a vending machine.
