OP i would suggest to make some changes in the signatures especially for higher ranks there are good opportunity check here:

That is quite expensive. I suggest you use prevalent paying system for your signature campaign instead of offering vps in exchange that will attract more members to your signature campaigns and not just those who are intersted in vps
