Is it getting 2x7970 numbers ? Yes
power draw of Devil 13 is sketchy. It's around 300 - 350W at 925MHz GPU / 775MHz MEM.
 Voltage of GPU 1 can be controlled easily. GPU 2 is kind of jimmy rigged and has a weird bios (tried flashing it with at-least dozen different 7970 and 7950 bioses, no fish), and no voltage control is available.
