The negative trust on his account should've been a sign enough to tell that he may not honor his side of the deal

the price estimated fot that account in whatever site you estimated it is high for a jr. member. Even, you can't raise that high amount because There is a member account that you can buy with that. I agree to them that you should change bin to 0.02 btc

He is just a trol, bid on every auction, but never pays if he wins it, just add him to your ignore list and block his PM's porblem solved!
