Is there a multipool with sha, x11, scrypt algos that has referral program.

Only one i found was ltcrabbit (no sha). 5% reward.

Also how does nicehash referall program work?

I'm only aware of https://coinking.io but their support isn't the best. Do some research whether it makes sense mining with them.
Next to Coinking, I could recommend https://hash-to-coins.com but it's a Scrypt-only multipool with referral program.

nicehash has a referral program but i think its only for the purchasing of hash power not for the providing

Hardly, rental prices are mostly higher than the profit you will achieve. Some do, but they know exactly what they are doing, have a good budget and invest a lot of time on research.
