Never heard of them. Looks shady, but if it's real it could be great. Company claims to be in Panama, solid place to be incorporated. I wouldn't trust putting many BTC on the card unless I knew who was running it, though.

They make you send a picture holding an ID and scanned copy. If I remember correctly mtgox increases your daily maximum withdrawal limit if you submit the same information.  I'm would venture to guess most bitcoin exchanges that comply with ALM use the same criteria. 
*stretch of logic?* they use your information to assist their liquidation of illegally obtained bitcoin/identify thrift. Or they just want your $25
