Highly unlikely, it would be subject to immense abuse. The only way it would work is to either make it impossible to withdraw or rise the minimum withdraw so high that the amount could not be withdrawn.
Another way might be to require phone verification or something to reduce the amount of fake signups.

Man they have a signed up bonus, actually I signed up in their site one month ago and guess what. I have already completed the roll over requirement of 1,080 mbtc and still have an available balance of 200 mbtc, I am gonna cash out soon. I have already submitted my ID's but they require me a bank statement with my address reflected on in, so I would have to get it no matter what, this is free money and I hope I will be successful.
