I was able to verify my Hotmail account using a Google Voice account two weeks back. It might be because you used the same number on different accounts and it wont work anymore. You can try purchasing another Google Voice account and verify using it.

As for hotmail verification, I've successfully verified a hotmail account in the past, but I'm not sure if it still works. It probably still should.

GV works if the account is setup already and they ask for a security code, but doesnt work when creating the account and asking for phone verify

Most of email and services block free online sms vertification numbers, I would suggest you to buy a private number  from http://hs3x.com/buy-virtual-numbers.html they accept bitcoin too.

This private numbers are virtual numbers right? Because google voice verifications is not possible with these.. For the rest i think are good.
