I am so confused on how to get signed up on Bitcoin OTC can anyone help me?

If you don't want to go through the process of installing an IRC client you can visit the channel in your browser. Then once you're signed up, have a look at this to get you used to some of the IRC commands. |

If you have Windows, GnuPG or GPG4Win. I don't use Windows so I can't make a recommendation.
