Maybe someone could suggest some kind of API provided? Because blockchain often blocks API if you use too much requests, so maybe you can suggest some API provider with much higher/unlimited amount of req?

Because blockchain can block API IP address by their own mind at any time and stop automatic payments.

For this amount of volume probably the best way is to use bitcoin core and its own api.

There are many other apis that you can use that might have higher limits. Most of these you can also request to have higher limits. The ones I know of are blockcypher, blocktrail, and blockr.

What exactly are you trying to build that is going send out hundreds of payouts every hour? You should think about grouping the payments into batches and use blockchain.info's send multiple feature if that's a possibility for you. If not, I have been a fan of block.io lately, not sure of their API requests off the top of my head, but they have been better than bc.info.   Ultimately for creating something with this much volume, you should really consider running your own node with digitalocean and then handle all the requests with bitcoind RPC.
