it's called reserve auction... it's perfectly okay as long as OP stated it before anyone made a bid.

There was a hidden reserve price, and until someone bids at that amount , the seller is free to ignore any bids and 0.13 is not a fair price for a Sr member. I would say the reserve price was somewhere near 0.18 btc
