you can not use virwox levels without (constant) volumes ... and a Paypal Verified account (no chargeback available).

I have a Virwox account a level one account 14 days old. I'm looking for a level two account were I can withdraw $200 USD per 24 hours or $2000 USD per 30 days via from PayPal or Credit Card. My level one is no good because I need $800 dollars on my virvox account and the limit is $600 per 30 days.

There is no limit on withdrawals @VirWox. And if someone sell you an account you can not change Full Name.
If you want to exchange PayPal to BTC create a thread in currency exchange board you will pay less fees.
