I'm not elite in this field and i may be wrong still i get an idea. May be block same IP uses different mail address and different IP uses the same mail address. And also block them, if found that they're using VPN/Proxy services.

Block VPN/Proxy/Tor and check if the user claimed through a cookie or with the IP.

I used this method on my site to block ugly cheater mens from my site
