Question: Why restrict the modlog to only last one week's entries?
What is the harm in having a much longer (or even full) log?

There probably are too many entries in that log to give a longer log or full log. It would become too large to store and it isn't required to have.

To add onto this, why restrict the seclog to one month of entries? It would be nice to be able to reference old entries without having to use an archived version.

Yes, even if just a couple of users find it useful, it would still make sense to make it available.

Being an IT person, I'm inclined to think it could and probably is archived off and compressed. Even weekly tar.gz files would be a good thing.

No, it's basic unix/linux sysadmin shit. you log stuff then archive them off weekly/daily/monthly as needed. I personally  keep a year's around, archived monthly (not here, my own sites).

I don't think the problem is with the capability to make it available; the issue is whether giving access is correct / necessary.
