Good question and I have a answer for it.

you have 2 kinds of dividend.
One kind of dividend goes in your pending next payout balance.
one kind of dividend is reinvested by the system and goes in free shares and repectively vip shares.

A dividend or a re-investment dividend is always 0.1%

These pots do increase depending on incomes.
If more then 5000 satoshi in a pot...dividend and reinvestment dividend are offered and deducted from the pot.

A new possibility to earn differently.

People who believe that it is interesting to invest can invest more buying iceshares with pending payout balance.
Fees 2%

People who believe it is better taking profit so fast than possible can buy iceshares with share balance.
This is not an investment because it is only a shift...
Fees 10%

Fees are used to reward members (dividends,vouchers etc...etc...)

To start it is limited at 2000 satoshi or so.

Do not buy iceshares if you do not know perfectly about.

Buying with pending payout and with shares at the same moment is a big non-sense.

You would just pay fees for an opposite purpose.

If you pay with pending payout balance you hope earning more...cost 2%
If you buy with share balance you want faster  pending payout balance increasing...cost 10%
Doing both will smooth the effect,but not the fees.
