Reporting back. bitl0ck sent the method to me and it definitely should work, though I do want to say that overusing the method at the same location (i.e., multiple times a day) could lead to issues. As long as it's not a constant thing, you should be fine.

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

1) You use off-forum to handle our transactions, which you can easily manipulate.
2) There are no vouches available, so it can't be trusted.
3) The "method"'s cost is similar to your account's market price, meaning, you can scam two members and never come back on this account.
Use a forum escrow/have a trusted member give a vouch, then it will seem less shady. I'd like to know though, does this work outside US too?
