Electrum 2.5.1
2 of 2 multisig

I just downloaded 2.5.1 tonight and restored one wallet from a 2of2 pair.  I created a transaction using the send tab, entered the amount and the receiving address, and hit send.  Rather than bring up the dialog to sign and save, it just transmitted the transaction to the network. It now has 9 confirmations. I'm so confused... How can this happen with only 1 signature?

a pair of what?
if you entered both seeds, or both xprv, then the wallet has everything it needs to complete the tx
