Giveaways should be in the Games and Rounds section, but sometimes I see them in the Services section if OP is asking for something to be completed or a task like the guy who is looking for a sunglasses worn by an athlete.

If you are giving something away in exchange for the person receiving whatever you are giving away to make some kind of insubstantial post (eg a post that only contains a BTC address or a username) then the thread belongs in games and rounds. If you are giving something away in exchange for a vouch/review of whatever you are selling then the thread would belong in whatever section the sales thread should be in (most likely digital goods or services).

if you see it in the services section then its not a giveaway as most of the time it require some work or things to do such as finding this or doing that so it is most likely a paid service

there is a seperate section called "games and rounds" where this kinds of threads are being posted....

I see Giveaways posted in Digital Goods section as well and even in Local forums wherein they give currencies or goods of their own country. These threads should just be reported and moved as people don't know where to post a giveaway. I am not sure why tasks wherein a user needs a signup at his site/forum also is considered a giveaway. There's a confusion between what exactly is a Giveaway and what's a task.
