What they have in mind does not sound unreasonable and if implemented as described it might give the added confidence to the markets they envision.

The problem with most regulations however is that it never just stays at the initial regulations. They will most often than not find other areas which also requires some regulations leading to additional regulations and soon the whole industry is smothered under a pile of regulations.
