How do you know he hasn't dumped his pre-mine? The premine is just 2000 coins, and few hours ago someone has dumped more than that.
Also you can see that pre-mined coins are moved from the premine address (NYjwWvrLVci9tPwb59VCwp6XKvYRu376ru), to another address (NacMuo6ehd5L1fzFnDh13F8ni4Az36EM9T), which is not staking so could easily be an exchange address.

I was considering to buy in at these low prices, but things are looking to suspicious now
