can i post to 1year old topic which was started to 1year ago.and if i have join signature campaign will they pay?

such topics in most cases should be re-opened if there is really some point to your post or question you have.
In regards to campaigns, it's not the issue where you post, but rather weather what you post is spam or not. Don't make useless posts - regardless of the topic age, you will
most likely to be both kicked out of campaign and may get ban in the forum itself.

Please don't necropost. Usually necroposts are completely useless and are only there to spam so that people get their sig ad payment. Don't do it, you will probably be considered a spammer.
