PageRank is used by Google to measure the importance of websites.The higher the PageRank,better is the chances of websites to score well in Google search results but PageRank has become irrelevant off late after Google's panda update

No, it's not quite like that.

The Google PageRank system goes from 1-10 with 1 being the lowest ranked website (any new domain today), and 10 being the highest rank (Facebook, Google, YouTube, etc).

However, Google is no longer updating this system so there's no way of knowing if the PR's listed are still trusted in the eyes of the Google Search Algorithm.

In other words - don't buy backlinks like these

No, it doesn't work that way. PR is supposedly a measure of the "authority" of a website on Google's eyes. Just for comparison, Twitter is PR 10 and BitcoinTalk is PR 6. It's previously an established metric but is now "debunked" by search engine optimizers. A much better metric these days would be the Domain and Page Authority (DA/PA) or Ahref's URL and Domain rating.
