There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

I'd say monbux but he doesn't seem to be accepting neteller as a payment method, most trusted neteller exchanger currently is https://bitcointalk.org/index.php?action=profile;u=322154 , his thread here: https://bitcointalk.org/index.php?topic=649248.0 . Sorry for the confusion, seems he does it the other wy around i.e btc- neteller.
