Motherboard: ASRock M3A770DE
Reason: Cheap. Supports 3 cards (2 standard, 3 with PCI-E extender).

CPU: Sempron 140
Reason: Cheap.

Get a cheaper case aswell. If you're building a dedicated mining rig, any aluminum or steel box will do. There's plenty below the $50 mark out there.
