I am offering a .2 BTC bounty to whomever can give me instructions on how to tunnel into a Bitmain Antminer and blink the LED as a means of identification.

If you want from a source closer from bitmain.  They have on the minerlink site that they never turned on. It's to find IP's https://www.minerlink.com/download.htm

It is - IPReporter that they are sharing there.

You will see them in table with ip and  MAC adress. But if you hit the Beep, you see the message
