can I assure that the addresses:

has the same owner?

It depends a bit on how you define the word "owner".  It also depends a bit on how much effort 2 people might want to put into sharing in making the payment.

Generally though, you'd mostly be safe in assuming that a single entity (person?) has access to the private keys associated with BOTH those addresses.
