Am I able to sell a Windows 8.1 product key on this site, or is that against the rules?
I couldn't find much on it with a search.

Once a transaction has 6 confirmations, it is extremely unlikely that an attacker without at least 50% of the network's computation power would be able to reverse it.

Selling product keys isn't strictly against the rules of the forums, but it might be against the terms of usage of your key.

A single key is not an issue, but if you start selling multiple keys, obviously it's fraudulent and you could/will be left negative trust.
