Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Paypal is a reversible payment method and bitcoin is not a reversible payment method.
Is it possible for you to use a non-reversible payment method?

I believe this was the same guy who wanted a loan with no collateral and a sob story earlier this morning.  Now he is wanting to buy bitcoin with paypal, presumably to purchase Fallout 4.  Why wouldn't the user just go and purchase Fallout 4 with the paypal or withdraw to his bank account and then purchase?  It all leads up to me believing he is trying to scam someone.  Beware.

After checking the last posts of the OP I think the scam predictions's of DebitMe has a very high chance.
I would suggest using a non-reversible payment method with this user.
