There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

Quick question, if someone bids up the price to .09, and I want to buy it now i can do so by offering .095 - even if the bidding period isn't over?

when bidding is over i wont honor users who will BIN the account anymore, the account will go for the highest bidder on the end time of this auction
