Yes he mentions the word Bitcoin one time as an example for a blockchain.But when you listen closely he said "Blockchains" and also mentions that it offers more options.
So Singapore is on the same path as all the other countries and their banks. Private blockchains(maybe with an own token) fully under their control.They are not really interested in decentralized Blockchain aka Bitcoin.
