It's not a bug, you need to have 0.2 mb for transaction fee on the balance as well.

It's one of the variation of default rules, but if a lot of people would want to change this rule we could implement that.

This is the limitation just for one withdrawal, so after your withdrawal finishes processing and will be sent to your address you can withdraw more, even on the same day. But as well you could do with a gift card:)
