public service message:

Quote
When you trade OTC you engage in a transaction with people you possibly know nothing about. You may send your BTC to the person, and never get anything back. Or you may send your $currency to the person expecting BTC, and get nothing in return. This is a highly undesirable outcome for you, and you should do your best to guard against that.
http://wiki.bitcoin-otc.com/wiki/Using_bitcoin-otc#Risk_of_fraud

at a minimum, send your coins only to an escrow until the cash has arrived, the western union cash has been picked up or the liberty reserve has transferred.

also it appears this person is willing to engage in illegal trade: https://bitcointalk.org/index.php?topic=124438.msg1337095#msg1337095

lol at thread title
lol at price

Lol at known scammer.

Oh and the first reply is right, you need to increase your rate. And don't make it a flat rate like 10.5, make it a percentage off the last, or a flat amount off the last, like 50 cents off the mtgox last, or 5% off mtgox last.
