I hope that you are right, but in the light of the recent Paris events with the EU already announcing the tighter politics about Bitcoin, what you are claiming seems to me quite impossible. Especially if we keep in mind the Russian plane that ISIS has brought down.

This is actually pretty scary news. Bitcoin is going to get a very bad name and I hope that this isn't the case, but if it is we might see the end of Bitcoin in the near future.

We are talking primarily about the use of Bitcoin will not be criminally prosecuted. I think this is positive news. Further details can not yet reveal.

Russia has openly banned bitcoin, then Russian Central Bank issued positive news about passing laws to regulate bitcoin. Recently news broke out about banning fiat to bitcoin conversion. Russia's stance on bitcoin is not consistent, they will revert again after a few months. I do not believe a word they say.

why they are changing their mind so often? it's seems strange, they don't know if regulated it will bring them more money via tax instead of simply banning it, which would be inconvenient and not feasible anyway?
i see only this reason, behind their unstable decisions

They're not likely to announce anythin ground breaking. Given their negative stance on Bitcoin, and the wealth of fud going round, i suspect its just more of that.

My guess would be the opposite, that they will try to implement bitcoin into their current financial system for more seamless money transfer around the globe. A lot of other banks at least want to implement bitcoin.
