I think the word "flog" is low-class British slang for trying to sell something. The word is used throughout Australia because the Australians are all descended from low-class English criminals so they use those cant-like words routinely, even in their parliament. If you visit the Australian parliament and close your eyes, you will start to think you are in the cafeteria of an English penitentiary.

As for the rest of the verbiage, it is hard to deciper it. I think he is trying to say that the Chinese are desperate to sell Bitcoins as well as US Treasury bonds.
